Sea of Conquest: Pirate War merges two fundamentally different combat modes — Naval Warfare and Close Combat — in which heroes perform differently depending on their individual skill kits. The Hero Tier List evaluates all available characters according to their performance across both modes, taking into account their roles (Captain, First Mate, Gunner), damage types (Artillery, Blaze, Cutthroat, Strategic, Drowning), and synergy with other heroes. Hero Classification Basics

Every hero in Sea of Conquest has three core attributes: a role (Captain, First Mate, Gunner, or All), a damage type, and a rarity (Rare, Epic, Legendary). Heroes placed in their preferred position receive a 20% attribute bonus across all stats. Because developing a hero is a long-term, resource-intensive commitment, players should invest only in characters who will remain relevant across multiple Seasons.

A common beginner mistake is investing in Legendary heroes purely because of their rarity: a 6-star Epic hero in the correct role and damage type will typically outperform a 2-star Legendary hero in practice.

S-Tier: The Best Heroes

S-Tier heroes are the strongest characters in the game and are sought after by players at all progression stages. Their skill kits are uniquely powerful, and the absence of these heroes creates a noticeable gap in fleet performance.
